2019 Yun-Lin Waste Reduction Project

Yun-Lin County Waste Reduction Project was commenced on June 13, 2019. The three main works of this project are to promote waste reduction, store participation and garbage scheduled delivery. Fourteen promotions for reusable shopping bags combined with the big event in Yun-Lin County were held with 1,393 participants. The waste crisis is not only affecting life in the ocean but also life on the land. The only solution is to develop an eco-friendly habit in daily life. It is believed that the environmental literacy will be promoted. Eventually, change in action towards better environments will be taken place for sure. A demonstration area of plastics reduction and eco-friendly store including 53 food and beverage stores was established in Douliu. The disposable tableware was prohibited inside the plastics reduction and eco-friendly store. In the meantime, the disposable tableware was not allowed to provide to consumers for taking away. The encouragement for consumers to bring their own tableware was also created by means of point-collection and various promotions. In order to promote the environmental initiatives and eco-friendly alternatives of Yun-Lin County, the environmentally friendly tableware rental system were introduced in the county competition of environmental volunteers on August 10 and October 26. A total of 542 sets of the environmentally friendly tableware were rent. All stores would not allow to provide the disposable tableware to the participants for the purpose of fulfilling the zero waste. The participants should either bring their own tableware or rent the environmentally friendly tableware during the entire event. The free rental system of the environmentally friendly tableware was also introduced at Cultural Holiday Market in Douliu on Saturday. Two promotional activities were successfully held with renting 724 sets of the environmentally friendly tableware for the purpose of encouraging consumers to act environmentally during their leisure time. So far, four stations encouraging recycled shopping bags were established. Two stations were located at supermarket and the other two stations were located at dust market. A total of recycled bags were 5,906. After refurbished, 3,546 bags were provided to consumers. More recycled bags were collected at dust market whereas more recycled bags were provided to consumers at supermarket. The arrangements for adjusting and replenishing recycled bags were properly managed for the convenience of consumers during project implementation. In order to draw public attention, two promotional activities for extending second-hand lifetime were finished at Cultural Holiday Market in Douliu. The activities were combined with public interest groups, communities, bicycle and home appliance repair stores. The training program of seed teacher for repairing second-hand was held at Lio-Chun community on October 3. A total of 35 participants were attended this training program. The program was focus on evaluating the failure of home appliance, repairing knowledge and safety awareness. It was believed that the participants would learn how to judge the failure and to conduct the basic repairmen. Overall, the safety was the first priority for the training program. Two second-hand exchange stations for collecting home appliances, educational books, and toys were established at Social welfare institution including YAOMRP Association and Genesis Social Welfare Foundation. The simply repaired service for home appliance was also provided to the public. The outdoor activities were also combined so as to extend second-hand lifetime. In terms of garbage scheduled delivery, the main areas were located in the First section and second section of Kouhu Township by extending garbage collecting time at front urban area whereas by collecting garbage along the scheduled delivery line at suburbs area. The overall planning was based on pilot scale cooperating with original scheduled plan. In connection with Fixed-point garbage collection system, the problems relied on changes in collecting time and delivery fee. Therefore, subsequent promotions shall be reinforced. Furthermore, the appropriate buffer periods need to be set. In order to minimize the negative effects, it is essential to make the public understand the aims and methods of garbage scheduled delivery system. A total of 963 trash bags were opened for checking garbage composition at two garbage scheduled delivery routes. The results showed 108 recycled materials were found with the violation rate of 11.21%. Furthermore, the highest violation rates 44.16% and 50.14% were observed in terms of recycled paper. The individual contributed to the highest violation rate of 88.89% whereas the stores contributed to the second highest violation rate of 11.11%. The satisfaction rate of trash bags in the first section was 92.68% while the satisfaction rate of trash bags in the second section was 89.90%. The overall satisfaction rate of trash bags was over ninety percentage. People complained about the inconvenience compared with the previous door collection system. However, people were still willing to comply the new system because of the on time collection timing. Meanwhile, the staffs also expressed that the garbage scheduled delivery not only provided more time to check the composition of the trash bag but also provided more safety for themselves. A briefing of auditing on the limitation of disposable plastic pipettes was held at Yun-Lin Environmental Protection Bureau Hall on June 25. Those who are regulated by the regulation were encouraged to participate this briefing. Meanwhile, the audit on the fast food restaurant chains was also commenced on July 1st. The entire inspection for regaled stores will be completed by the end of this year. All related units were invited to attend the demonstration of decomposing kitchen waste on August 21. Thanks to all positive participation, the compost was freely provided on the purpose of feeding back to the public.
